Two people were arrested on drug charges in Kewanee, Ill., Wednesday October 24, 2012. Kewanee Police say 25-year-old David W. Carman and 33-year-old Ryan M. Robson, both of Kewanee, were placed under arrest after agents witnessed them conduct a controlled delivery of a substance purported to be heroin.

Carman and Robson were formally charged in Henry County Court on Thursday with Delivery of a Controlled Substance within 1000 feet of Windmont Park , Criminal Drug Conspiracy, Delivery of a Controlled Substance and Possession of a Controlled Substance.

According to authorities, the charges of Delivery of a Controlled Substance within 1000 feet of a Park and Criminal Drug Conspiracy are both class 1 felonies and carry a potential sentence of four to 15 years in prison. Bond was set for both men at $150,000.

Preliminary hearings for Carman and Robson are scheduled for Monday, October 29, 2012 at the Henry County Courthouse.

According to Kewanee Police Chief, Jim Dison, "local law enforcement has been aggressively targeting both heroin users and dealers to try and curb the presence of this deadly drug."

Chief Dison says the area has seen a significant rise in heroin use over the last three years and local narcotics officers say heroin overdoses are common among heroin users and often go unreported. The chief says over the past two years there have been several drug-related deaths in the area that have been attributed to heroin.
