Isn't that a moot point? I thought anybody who SALVAGES a boat then OWNS it. May depend on what waters it's in; maybe just out in international waters?

Not any more. Recent US court rulings have seen US salvors forced to turn over millions in recovered bullion to Spain. A private company did all the deep-water recovery work and Madrid got all the spoils.
