Also because Canada had tougher laws in this area. It's not that unusual. Keep in mind the number of criminals who cop a plea in one jurisdiction so they avoid harsher sentences in others. The stuff that got him sued in Canada relates to corruption in New Orleans. It appears some of the politicians under indictment were stashing their money in Canada according to what was alleged in court.
