How is the "Play In Game determined? I thought if you win yor Conference Tournament as well as the regular seaon championship you Automatically are in. What constitutes being in the Play In Game?

How is the "Play In Game" determined? What constitutes who plays in the game? It seems it's always a smaller school that plays in the game. Why not 2 of the "At Large Bids" If a team wins their Conference tournament they should be in the field of 64 and an at large bid should have to play in.
