Is there a mechanism set up in Social/Adoption Services to handle the influx of developmentally disabled, crack-addicted, or FAS babies, among others? These babies are - traditionally - extremely difficult to adopt out.

How many babies/children are there currently in South Dakota's foster care/adoption system? What is the average waiting time?
