NASCAR is not the NHRA (National Hillbilly Racing Association) and unlike the NHRA is operated by one family who also operates almost half of the current cup tracks.
Baby France knows he will not face a lot of wrath on a suspension of a Carl Long or Jeremy Mayfield, however, could you see this little person (devoid of manly assets) suspend Jimmy Johnson?
Hell, one year the car driven by Ward Burton came to Richmond and the inspectors found by an anonymous tip that the top of the roll bars had large holes drilled in them to reduce weight at the top of the car. Ward Burton never got suspended. I think that was a bit more dangerous than an over sized engine bought by a low budget racer, most likely in good faith that it was OK.
