trying to find a song title

Sorry - just jumping in the end of this. I'm trying to find a song, I think from the 80's. All I can remember is a girl singing in what seems to be a public toilet. She's talking about love and meeting her soul mate. If she runs to the corner where they should meet - he mate wont be there yet. If she drags her feet, she will miss him too - so she must get there at the right time to meet him.
Please - I'd really appreciate any help to track this song down.

This is going to sound completely ridiculous, but I heard a song on early 2000's, remember hearing it at about Halloween time on the radio, it's kind of a techno-y, dance song, I believe it's sung by a guy but there is a girl that sings the chorus..she's got a pretty high-pitched voice...it's a super catchy song and I have searched endlessly and cannot find it! I think it's more of a break-up/she's leaving him kind of song, I can't remember the beat or the words, just that it was kind of dance-y, upbeat and that she sang in high-pitch. Any ideas anyone?

I also remember that song but the title I never knew. It was played on Triple J in Melbourne Australia in the 80's and I loved it, I will keep looking :)
