from the French version of the constitution... The right to freedom of expression is recognized as a human right under Article 19 of the Universal Declaration of Human Rights and recognized in international human rights law in the International Covenant on Civil and Political Rights (ICCPR). Freedom of Speech is more than legal in Portugal. Freedom of Speech is part of the Portuguese Constitution. This fact is important since any Law that is made or approved in Portugal have to obey the Constitution of the country, thus the Freedom of Speech privilege is above any other interest and is one of the unchangeable pillars of Portugal.
