Could be a bad CDI or a broken or loose wire in the CDI. Bad Chinese CDI's are not uncommon. The CDI is about the size of a package of cigarettes, has wires coming out of it, and may be in a plastic holder of some kind. It should be fairly close to the spark plug. Follow the plug wire and you should be able to find the CDI. If you think it is the CDI, the only way to find out for sure is to replace it, and they are not cheap.

You might want to call a locksmith. But you will have to get a new key ignition. Good luck on that if you don't have a Dealer.

Google Taotao us, they have CDI's and many other scooter parts and there cheap.
