The Paducah Sun reports the memorial was a collaborative effort between the city, the county, a local American Legion post, other veteran organizations and private donors.

I have never understood why they have 21 gun salutes at veteran memorial services.
People that have been throuh war tend to flintch a bit at gun fire.
Im sure the sounds brought back memories for some.
