I am against amnesty. But I will say this about a guest worker program. Not only should the employer have to certify he can not find American workers-there are some other changes that should be made. These changes would be better for America and also the guest worker. That is this:

Make the pass seasonal - perhaps up to 6 months - with maybe an extension available if the harvest not done. Give them a card and let them come and go home as they like. Instead of needing to be home (or out of the USA) one out of 3 years make it 90 days a year. This way they preserve family ties at home. Let them come into the USA without family. If they are discovered to be pregnant make them go home before the birth or do not give citizenship to someone born here to only a "guest".

Let them get on the list for coming into the USA like anyone else, perhaps some points for their work time if they cause no problems and if they learn English first. Granted a lack of proper education may hurt them. That will be up to them to work on.

Most important is find a way to get at the problem in Mexico that makes them want to come here. They have a corrupt Government and NAFTA was a big mistake. But US companys in Mexico should be forced to pay more. Perhaps not quit as much as here - but a wage they can live on there. Use Import Taxes or any other barrier to make this happen. Mexico is different than any other nation because it shares a border with us and should be treated differently. Mexico is a rich country and should be able to take better care of their own.

Of course we MUST CONTROL THE BORDER. Anyone who likes these Ideas please share them and send them to congress.
