Neighbor tires of 'baling' out brokers

I just came in from cutting my neighbor's lawn. Unfortunately, he no longer lives there because of a foreclosure.

Non owner properties have no pride of ownership. Rather than cut the grass, spray round up on it and kill it. No need to have grass growing in a yard of an unoccupied dwelling.

At last council meeting I proposed a city consider a ordinance that would require banks to keep up the properties. This practice is common in Cal. Other cities have passed foreclosure rules requiring water lawns, mow and keep pools from going green. Hopefully will get a proposal to full council in the summer.

Big fire hazard foreclosure caddy-corner in back of me. If, instead of fines, we adopt a policy tp bring condemnation proceedigs to unkempt vacants as public nuisnces, I'm pretty sure that it would never have to get to that point. And,if it did, oh well, Vacaville has shown itself capable of managing it's own affordable housing stock.

Such a law will need to have some teeth, in particular the ability to rapidly place a lien on the property. However, some cities have had problems because it is difficult to figure out who the property owner actually is after a foreclosure, and proper notice must first be served.

CC&Rs frequently require property maintenance, but the only recourse is for aggrieved neighbors, not the City, to sue the property owner. Maybe the City could provide assistance for such suits. This would be helpful in other situations, as well, when the only way to enforce good behavior is through civil action on the part of neighbors enforcing CC&Rs. If the City can provide legal assistance to homeowners facing foreclosure, why can't it provide legal (or counseling) assistance to neighbors with a neighborhood nuisance covered only by CC&Rs?

Also, there are some conditions under which the City can already take action, for example if there is an accumulation of rubbish or high grass, the City can take action under the Fire Code. If the property is being used for illegal activity, the City may be able to take action under nuisance ordinances.

What about the houses where they are occupied but the lazy slobs do not cut their lawns? How is that any different? Then you get the problem with the slobs filing a lawsuit against the city for forcibly cleaning it it up. Either the law pertains to all or none.
I know in other cities across the US the local paper publishes the "Crap House of the Week" photos including the address. But then again, you would need pride to care if it was your house. If you can shine 22 inch rims on a POS 1984 Chevy then you can mow the lawn. It's funny that the same individuals that get the right size tires to fit the rims are unable to buy the correct size pants.

Yes, we should be able to crack down on nuisance houses that have abandoned because they draw all kinds of trouble. I hope the City Council will act on a legal way to handle mowing and watering.

How do we read other peoples comments? It has changed, and not for the better I would say.

My neighborhood used to be considered by some, as shall we say, not the greatest. But you know what, We have no forclosures in my neighborhood, and it looks pretty good to me these days, especially after I ventured out, and saw some other neighborhoods, which look like war zones, where every other house looks like a foreclosure, broken windows, dead grass, very sad!
