Well, how about making this an appointed position that requires the person to stay in the proposed new Squishy Marshland public safety building East of the civic center? When s/he gets killed in an earthquake, the job reverts to the original two elected posts.

Maybe we can replace "slippery slope" with "quicksand" here...
