You completely ignored the issue of the conditions bush put in place for receiving the so called "AIDS" help. The hospital or clinic had to provide anti-medical information to all potential patients before they could be seen. If it was even recommended that the patient might be better served somewhere else, that agency would lose all of its funding. It was more of a "Stop abortions at all costs" rather than helping with AIDS. And yes, the policy of starve the beast from the GOP was in place so they had no concerns about paying for the billions wasted. If you really believe the 48 billion went to help fight AIDS, why no progress?

This disease is transmitted primarily in one of two ways. Unprotected sex and IV drug use. Do not engage in these and there is little or no chance of contracting the disease.
