No HJ, the snark point was that the tax California smokers pay on a pack of cigarettes benefits in part children without healthcare insurance coverage. Meathead Reiner stuffed that down our throat.
By reducing smoking due to cost and other restrictions de jour, we will also reduce the monies available for "the children", which in turn will lead to further bleeding of the ordinary taxpayer, and frankly, I am fed up with bleeding heart causes.
Littering is a totally different issue. I am not a smoker and should I encounter any cig butts while relaxing in a park I will pick them up and discard them for the thoughtless butt tossers.

Yes. Revolutionary politicians often make the specious claim that laundered Big Tobacco tax money extorted from decent non smokers of good-will and their friends, the decent hard working tobacco smokers, is being extorted for the purpose of "helping" "the children". The fact is that this money is going into the deep pockets of fat-cat Government agents - the taxpayer supported Big Government school teacher agents who are comfortably ensconced within the Government's forced school industry - as well as into the pockets of those wealthy operators of taxpayer subsidized revolutionary Government licensed "non profit" tobacco tax related "public interest" scam organizations.
Another beneficiary class of Big Tobacco money are the army of sleazy Government licensed lawyers who skim off the top. For example, Big Edwards got filthy rich as a result of his law firm filing suit against decent worker *("middle")* class non-smokers of good-will and their hard working decent tobacco smoking friends. Big Edwards is not unusual. Many Government licensed lawyers have gotten filthy rich through such suits.
As far as projected "savings" revolutionary Councils claimed once the cost of picking up cigarette butts and plastic bags from taxpayer owned public beaches and parks goes, one needs look no further than radical Long Beach revolutionary Council. Because Long Beach is home to one of the more radical of the outrageously expensive universities within the expensive taxpayer funded State university system - a title it shares with revolutionary Berkeley - there is no end to the use of hard earned taxpayer money for overpaid and under worked professors to devise taxpayer funded "studies" that are designed to cook up ever more clever ways to shake-down the taxpayer minority.
Rather than reducing the heavy tax burden of the minority of city residents who pay taxes, as the consequence of "claimed savings" from no longer needing to expend hard earned taxpayer money picking up cigarette butts and plastic bags, these thieves only become inspired to go on to other ingenious ways to shake-down the taxpayer - most of whom are NON smokers.
Since revolutionary Big Government nationalized Big Tobacco, both Big Tobacco profits and Tobacco taxes collected have never been greater. Now revolutionary Government is using some of that ill gotten hard earned tax money to promote the feeding of foul tasting unseasoned Government developed slop to little children and the girls who are incarcerated in expensive taxpayer funded forced Government schools. Already, trendy "junk science" promoting revolutionary Government politicians have put their parents on notice that "they are next".

Incidentally, now what. Food fads have always been part of American culture. Most of them have done little damage because those fads have been short lived. Now that revolutionary Government has gotten in on the act, though, no one knows how much damage will be done to the health of Americans and women.- including single moms.
