The Senate also attached a measure, welcomed by AIDS advocacy groups, that ends a two-decade-old U.S. policy that has made it nearly impossible for HIV-positive people to get visas to this country as immigrants, students or tourists.

This is ridiculous!! More welfare cases for us to support. Their meds cost approx $1200/mo. Not to mention how many people will they infect???

Keep that 48 billion and use it here helping the homeless and building bridges. Seal the borders and those infected won't get in. Why do we always give away what we don't have?
