You are so wrong in assuming it is newcomers who are the problem. I lived in Babylon for 30 years. I have news for you. The bread thing was going on back then. Some of the biggest offenders were long time Babylon residents.
The solution would be to institute a hefty fine that would put a stop to it. Bread was never meant to be food for birds.

Poor ducks and geese. I was there on Labor Day with my daughter and husband, there were 2 dead animals in the lake. But also found in the lake were huge tires off a monster truck and beer cans floating. It was sad.

Its a city/suburban thing to feed wild life.Long Island is very populated and there is no wild areas.

I live in the Adirondacks in up state where there is alot of wiid life.
I never in my life gave them hand-outs.
I have an understanding of wild life.
Birds ducks,deer,,,,,,,,,do not to people for food.Wild animals have out-standing hunting And scavavger sills.
I see idiots on Long Island feeding seagulls,ducks,deer,,,,,,yet there is no need to do that!!!!
These ceratures have survival skils built in them.
When I see city slickers feeding birds its obvious they are not connected to nature.
