Only one problem. To get to your job on time, you have to get up before the cock crows.
Ergo, either you have to genetically engineer a rooster that moon crows, or you're going to have to fly to your own roof in your skivvies and crow yourself (and your neighbors) awake.

Put the roosters in Arnold's neighborhood and see how long this policy lasts.

Classic and hilarious. LOL at "keeping up with the Hondurans."
I think I have a solution though: rooster sex-change operations.

You say that comparing barnyard animals and fowl especially roosters to dogs and other pets, as one woman does to claim this banning of roosters is wrong, makes no sense because no one eats fluffy or kitty.
You obviously haven't been to China or paid much attention to what goes on in rural areas there, even in big cities outside the fancy parts. When I was in Hong Kong not long ago, I found there's an education program afoot by the government to discourage this practice, but in fact traditionally they boil kitties live in giant fats and then skin and serve them. Claim it's best fresh that way. Since seafood is so fresh it runs off the counters at the markets, this is just the next stop. And yes the roosters and chickens too.
So if we shared a border with China or some other Asian countries our problems could be worse. That is where Avian flu started too. Not that this isn't bad enough. This latest bout of swine flu came from Mexico, unsanitary conditions at some large industrial farm, right?
But one wrinkle in banning such conditions which are imports of poverty-stricken peasant villages is that there are the Organic diet types who want to keep chickens in the yard for the fresh eggs (like Bill Rosendahl and Garcetti), and those in Agoura Hills who add a goat and cow to their horses and chickens, and argue that zoning out all barnyard animals would affect them adversely.
This means the Council would have to tweak the new policy to account for different areas and interests, but it's been proposed by Janice Hahn who represents Watts and South L A. and comes from a long line of pandering pols, and Huizar Reyes and Cardenas, who are all thinking about the Latino immigrants.
Seriously I think if people on the westside and west valley so worried about fighting upscale developments of any kind had to live next door to these foul fowl instead, they'd readjust their priorities and pick their battles more wisely.

What you say is akin to approving of beheading one's wife for disrespect which happened in NY by a muslim man who's defense was "It's is legal where I come from...it is my culture." don't be a dick with ears.

Can't help it if some readers are stupider than mediocre 5th graders and have the attention span and memories of gnats. That's why politicians speak in soundbites and usually get away with lies. Those who "think the public is stupid" are generally right, while the smart ones are "too confusing." But gee, thanks for the tip. Any comment on substance of the article?

This aint China or HongKong, this is AMERICA. Apples and oranges! What they do has nothing to do with LA. The rooster in the mayors office is the one we need to get rid of. You can get all you need at the local supermarket. More than one rooster and egg production is not on the owners mind. This town is turning into a third world country. Roosters are just the next step in the downhill slide. Got more than one? Tax them! Just like the do everything else.

Some years ago in Anaheim the manager of an apartment complex I lived in tried to evict me because I complained about the little herd of chickens he kept inside the complex. They crapped on everything and tore up my patio. The manager told me if I didn't like it to move. I brought code enforcement in and they made him remove the chickens, but the manager then attempted to remove me. The company that owned the complex seemed not the least bit concerned that their manager was letting chickens run loose inside their complex. The owners of the complex ended up getting beat up in court by me twice and I eventually moved to nicer digs, but the problem is hardly confined to LA. Before that in San Diego another neighbor kept a rooster, which had the bad fortune of getting close enough to another neighbor of mine for him to kick it almost to death. You know the feeling, darn thing crowing at 4.30 am on a work day. My neighbor hated that bird with a passion. Farm animals do not belong in any sort of residential neighborhood, but you have pigs in every city who want to live in animal filth and have no consideration for their neighbors.

Contrarian, you must be new to this paper's blog so let me give you a little advice and save you a whole lot of trouble. Here's how to make fans and influence people on this paper's blog sites. And same Daily Breeze, with a little south bay flair.
First, keep it short. Very short. No fancy words or compound sentences. And take it from the pro's like West Valley Dave, "dude" and other regulars. You can never go wrong with using the following words and phrases and mixing them around in different combinations: "greasy Tony, corrupt slime Democrats, illegal scum, real Americans," and anything bad about unions and bureaucrats.
While all of them may bear legitimate blame depending on the situation Do NOT bother to justify with reasons why or go off topic.

Hi Doug, I will help you place either rooster as I into saving farm animals. But, before I place one of them, can we let him do his 'business' all over City Hall? They need some cockadoodle doo doo for all they do NOT DO except stir up trouble for the simple folk just workin' the farm.

Kudos to the public safety for passing this motion. Let's hope it passes the full council soon. We need to end the disturbing sport of cockfighting in LA.

I guess they are called farm animals because they belong on farms and not in residential areas. It's too bad the addle-brained politicians put their own agendas of reelection of the public good.

I saw a rooster strutting down Sepulveda today....I couldn't believe it...amongst the garbage, the abandoned grocery carts, the graffitti, and empty store fronts, our descent into the third world of Hispanic America is picking up speed. What has happened to this once great city of vision? We are now just Mexico City with better water, so far, anyway....Why don't the immigrants at least clean up the filth they create in so much of this decaying town?
