"Homelessness is often accompanied by debilitating problems like alcoholism and drug addiction." I would suggest that more often than not the later cause the former.

sure, lets give the bumms digital heating and cooling, cable tv, hell, free syringes and porn !

keep enabling them instead of just leaving them in jail where they belong....notice the article stated they are in and out of jail....keep em. that is their home.
