When the laptop is on and the blue light next to the camera (on top of the screen) is on, does it mean the the camera is recording?

the blue light on my dell laptop inspiron 1520 is on without the webcam put on automatically,what can i do because with the light on i can not share my cam no more and it shows like my cam is automatically on somewhere
