Gentlemen: As regards things falling apart in Ukraine: The things which I have observed falling apart are those parts of the infrastructure which were left when the Soviet Empire collapsed. Things which have been built since (or imported, such as Japanese cars) are doing just fine.
The move to convert the torch to LEDs makes sense and shows that Ukraine is moving forward despite the hue and cry of the naysayers.
An example of progress: The Odessa Airport, which was built in the 70's and looked like it was from the 30's, shows, each time I visit, improvements which will eventually bring it up to the standards of most modern airports arouond the world.

I realize you are incapable of holding onto a coherent thought for more than three seconds but consider this: Buildings which were build hundreds of years ago are still standing and in good shape. Buildings built during the wonderful Soviet era are falling apart. You will actually see bricks lying on the ground which have fallen out of the walls (incidentally these building were built of unreinforced masonry and do not hold up well).

Granted that infrastructure needs maintainence and replacing but the life of those things built during the Soviet era are terribly shorter than they should be.

Now, are you capable of saying something requiring an I.Q. of more than 25 or are you going to continue with your silly, disgusting, insults which are built on monumental ignorance?

What improvements? Pissy go and see your old Evil Empire which presently calls itself the rozie roccian fedup and see if you notice any improvements.
