States should have a bailout if the money is to go to job-maintenance or job-creation projects, the less capital or energy intensive the better, the more labor intensive the better. Don't waste money on fancy materials or equipment - hire construction workers to fill potholes, if necessary. Hire music and art teachers in schools. Send out people to work winterizing homes, and retrofitting buildings to be green - energy efficient, maybe even with gardens on roof-tops, and energy self-sufficient if possible. Send workders, contractors, architects, etc. to seminars to learn all about green-building and green jobs - and then put them to work doing it! A bail-out for car comanies should require green, energy-efficient, hybrid cars - with cellulosic fuel potential, and electric-cars, and maybe experimental water- or other exotic! powering systems. the executives who drove the companies into the gas guzzler and non-green dead-ends should all be fired, and not paid any bonus or severance pay.
