People are'nt REQUIRED to be friendly. This is a liberal bastion here, therefore, after being screwed time and time again by everyone from the local government all they way up to the Prime Minister himself, folks are weary of others. It actually pays to be skeptical of others at first. What did you expect.... wives coming over with fresh baked goods, welcoming you to the neighborhood? This isn't Hollyweird.
