Military, Civilian, Civilian, Military? What happened to the rest of the taxpayers? Is Chu saying that 120,000 homeowners don't need solar panels on their homes, but need to pay for them to go on military housing?

This project is funded privately. The systems will be installed on private military housing.

Right and how did this "private military housing" come to be? Military housing is always linked to tax payer dollars. Unless the Government is leasing out the military for profit.
