"Arabia, the country that once was alarmed by Jimmy Carter's plans for increasing renewable energy, recently announced its own $100 billion program to develop solar power—a plan more ambitious than anything currently entertained by the United States."

Perhaps this was one of the driving forces behind the creation of OPEC. The guys with the oil are using their oil money to get away from oil and go towards alternative energy. They are willing to spend 100 billion of their oil money to achieve this. In the U.S. we spend hundreds of billions of dollars to fund (policing actions) in countries to influence and give the false sense of a secure energy source.

OPECs figured it out, the oil will not flow forever. Now the U.S. Congress needs to realise the oil will not flow forever. People are a little more receptive to tax burdens if they actually have a beneficial payoff for the future.
