Why not just give them the graduation cert. now, end the problem,save the time and money, after all they're entitled aren't they ? Most quit or drop out anyway, kinda like closing the barn door after the horse is gone.

Starts at home. If the parents value education, family and hard work , it won't be a problem. If great grandma, grandma and mom were all semi literate teenage moms and dad is in prison, then the teachers are stuck doing what the parents should have done.
