Personally I'd say that any male who has more than one minor tattoo upon his barechested and open to view physique should be banned for life from ever being allowed to remove his top and display his body in any public arena whatsoever. That would also apply to anyone with a waist of more than 36 inches too. Piercings in weird places too, should prohibit males from shirt removal. I once walked past a guy with a chain dangling between two studded nipples and brushed too close by him on a pavement and got my own shirt caught briefly in his chain which yanked his nipple and tore an expensive top. Yet I apologised to him!
I've often wondered if women or girls feel hard done by for being unable to freely go about stripped to the waist if they want to. Probably not. I recall feeling hard done by in my schooldays in PE lessons being a young male which meant I had to lose my top instead of keeping it on like the girls could and had to.
Even if they were given parity with the males of this world I can't see many deciding to hang out down town in the summer months like guys do. It seems to me that the girls and gay guys get the best of the deal already don't they, in that they get chances to check out barechested males when conditions are right, but the males themselves can only guess what hides under a womans top half most of the time!
