Is it safe for animals to use human medicine?

Now that would explain why I suddenly have the urge to bark and I keep scratching behind my ears.

In some cases, yes.
Dogs can be given aspirin and benadryl, to name a few among the OTC medications.
Dogs are frequently prescribed certain pain relievers, that are usually taken by humans.
I am not sure about other animals, though.

Most if not all medications passed through the FDA for human consumption were at one time tested on animals. Some of the medications did not make it to the human area of medicine because of the side effects once they got to human trials. I would not recommend taking any medication prescribed for your pet. This is against federal law as a prescription is only for the person(or in this case animal) it was written for, but there are some medicines that may be the same between human and animal dosage forms. Also if you don't know an animal may have a different system of absorption of the medication, so it may require a special dosage form (capsule or tablet).
