Due to the high cost and alcohol level, a host/hostess may split a bottle or more among friends at his or her home. Our son hosted a small group in Feb and the beer cost as much as a decent wine for the 750 ml bottle.
I would not have a problem forbidding its distribution in Ohio and allowing the micros to brew it for R&D and shipping to other jurisdictions, thereby enabling the micros to enhance return on their brewing investment.
One problem that has been around since formation of our state is that secondary schools do NOT teach their students how to drink beverages containing alcohol and how to moderate the pharmacokinetics of ingested alcohol for their respective situations.
For a quick powerful buzz, one can try David Sherman's 190 proof (95%) Everclear !
Decades ago, some navy chaps tried a few ml of medicinal ethanol infused directly in to one of the men's veins. They were concerned for a few days until after he recovered from his coma.:-)

Why praytell, do you want the privilege of consuming these beverages in all of your travels to CA and OR and yet, for some odd reason, want to keep them banned in Ohio? Everclear? You are actually recommending people consume this? Schools aren't going to 'teach' underage people how to consume beverages which, for them, would be illegal.
Maybe they could have demonstrations on the dangers of whiskey, gasoline and matches?(SI)

Navy chaps injecting themselves with medicinal ethanol sounds like someone lost a bet.

Now, perhaps you could add something substantive about the topic? Or maybe even go so far as to make a point.

I don't see what the big deal is? You can buy liquor that is 100 proof, Wine is more that 6 percent. I personally like Sam Adams beer and some of the micro brews. Heck you can make your own beer in your basement as strong as you like. So who cares no one is forcing you to drink it.

Just a few 12% or higher beers that you can get in Chicago and that are incredibly tasty are: Dark Horse Double Crooked Tree, Goose Island Bourbon County Stout and Founders Devil Dancer. I could go on and on. A higher ABV beer, if done correctly (which can be very hard for even a fine brew-master), can make a high quality cellarable beer that with the complexity of a fine wine. Just because you have the pallet of an 18 year old swill drinker doesn't mean the rest of the world does. Oh, and this absolutely does not apply to underage kids and drunks. All the craft beer drinkers I know are in their late 20's to early 50's and have very responsible drinking habits. They are the only people who are going to fork out the money on these high ABV beers. Underage kids and drunks are going to go for easy drinking beers like bud light or simply liquor that they can mix with stuff like pop or juice. High ABV beers are generally quite expensive, rare, limited, sought after by beer collectors, and something you would spend your money on to savor and sip slowly. No offence man, but you are sheltered and need to expand your horizons a bit (a lot).

FYI - you can get double crooked tree and devil dancer in Ohio, albeit in limited quantities.
