Stone Ruination is by far my favorite (bit pricey). My everyday new favorite is 21st Amendment Brewery - Brew Free or Die IPA. It's brewed in San Francisco but I guess it's nationwide now since I'm on Nantucket. Believe it or not it comes in a can and it's fantastic. It replaced Dogfish 60 as my go to.

Pliny the Elder...Pliny the Younger...then maybe a brew I had at Backstreet Brewery called Minds Eye (which tasted like a Pliny clone).

Yeah, right. Tui is an amber lager that pretends to be an IPA. To add to this, the brewery is actually owned by Heinekken.
Your 4% ABV swill hs put to shame by any number of the IPAs, double IPAs, and Imperial IPAs in my refrigerator right now.
Try, if you can get your hands on, Clipper City Brewing's The Big DIPA from the Heavy Seas collection. Smooth and better than 10% ABV.

Firestone's Union Jack IPA should have honorable mention next to West Coast's Green Flash and Victory's Hop Devil. Too bad Dogfishhead's 90-minute is so dang expensive out here on the left coast $12 per 4 pack.

Best I've tasted is Hoptical Illusion from Blue Point Brewery on Long Island. Bird of Prey is good too from the Flying Bison Brewery in Buffalo, NY, but its seasonal.

Try a Bear Republic Racer5 IPA. ABV: 7.0% IBU: 75+ This is my all around favorite IPA. It has a citrus hop flavor with a hint of pine on the back end. For me, Bear Republic Racer5 has that IPA flavor of my first IPA which was a Rubicon IPA back in 1986. Rubicon Brewing is still at it in downtown Sacramento, it's just that their IPA has changed over the years. Still a fine IPA from Rubicon, it's just that a Racer5 is a trip down memory lane when I took my first sip off a frosty pint of IPA.

Long Island's Blue Point Brewery makes our favorite: Hoptical Illusion IPA. It is sublime.

Best brewery top to bottom...Sierra Nevada.
There are many I am surely forgetting, and this is such a subjective question. It's like asking who is the best artist of all time, you know?!?
