Effective Sept 1, 2008, every wrecker driver regardless what he/she tows must be licensed by the Texas Department of Licening & Regulations. As your link suggests, people can fight back with the illegal signs and illegal towing that goes on at apartments and other places.

I have recently got a RUDE AWAKENING when I took a Tow Truck Company to court about their poor outdated signage. This must be in compliance or it is an illegal tow people out there defending tow trucks.
What I discovered is that few people take these companies to task, and now maybe I see why.
Our court Date was with Judge Sandra Ellis,of Dallas County Precinct 3, Place 2 located in Richardson Texas. She is a career politician. Don't let the term Judge fool you, she has no law degree and apparently could care less about the State Laws of Texas, nor the procedures involved in having a fair trial. She was elected and that means campaign contributions especially from people that would otherwise lose most cases in court.
Who do I mean?
Apartments and Tow Companies
She has a Real estate license as far as I can tell, and is paid money from Apartment Associations and probably Towing companies as well. at least from the horrendous court room antics I have seen with her. She actually speaks for the defendant and will tell a towee that the burden of notification about parking at his apartment complex was on him. An 18 year old kid. Not the complex or the tow truck signs. It didn't matter if they were out of compliance. Her friend was out of compliance and case close, judge finds for the defendant towing company.
This Judge needs an investigation, and I am sure it won't be too hard to find corruption there. Look at how many cases about towing or evictions are won and by who. Numbers won't lie.
Vote her out of office, I think her next election is 2014.
When a judge like Sandra Ellis sits on the bench and only helps her backers, what do we need state laws for?
Disgusted, but willing to vote her out.
