Actually as stated before, it's the boys that are attracted to it. You girls that get to hang around are just a front so they don't get called "FAG" walking down the street. Most people who wear them low don't know why they do it and most people who don't wear them low still don't know why they do it, so if most people in the world don't know it, then it won't make a difference to anyone.
