Perhaps Albanians are most hated by Serbs. But I don't think that if you asked most EU denizens about whom the like least, Serbs or Albanians, you'd probably get a different answer.
Seeing as Serbia's Orthodox Church opposes freedom of public expression, speech, assembly, or petition as a matter of public law for people who don't follow their religious tenets, I don't think that Serbia can really make the 'Taliban' association work for them as an attack on another country.
While Albania isn't a paradise, its no better than Serbia. And quite frankly, I'd argue Serbia is worse.
And I'm not Albanian nor have any blood from any Balkan nation.
Instead of worrying about what Albanians think of you, you'd do better to worry about what the UK, France, the Netherlands, Germany and Spain think of you. And right now, it isn't pretty.
In the last week, gangs attacked three foreign tourists then your police force announced that it couldn't stop violent skinhead gangs from running amok on the streets of your capital city.
Serbia has bigger problems than Albania. Serbia's biggest problem right now is...Serbia.

Not a Serb. Not Balkan. I'm Gay. In the USA, Serbs are seen as victimizers of other people. In the only city where they have any sizeable community in the USA (Chicago), they are best known for being an insular community that doesn't interact with the community at large very well. It seems as though you've been taking your poll of what people think of Serbia only in Serbian communities in the Americas.
