Although the term may be used in news reports of statistics, you wouldn't normally describe yourself as a Londoner unless you are either born or grew up there. It's also tied to how you see yourself and how strong your ties to a place are. Add to that how others see you. For example, living in Paris doesn't automatically make you a Parisian, at least not to native Parisians. A Londoner moving to New york would always be perceived as a Brit by native New yorkers. If you're moving from place to place every few months what then?
