In the face of some shocking statistics, area law enforcement agencies are announcing stepped-up measures to prevent drunken driving to at least stem the tide of fatal traffic accidents in Ward County.

So, the article is apparently saying that police are negligent for the crashes and fatalities prior to the "stepping" up period? Interesting.

They are not ignoring it prior. They "step up" at the times of the year more people then usual are going to be drinking and driving.
