I would be surprised if TCW posted this:

“get back to the advisory part of this instead of trying to rewrite decisions we’ve already made"

When did the ASAB go back to the issue of "mandatory"? What does Aric Mitchell mean by "go back", please clarify?

Is Kevin Settle implying a "gag order" on the ASAB? Can they not discuss anything consistent with the City Ordinance which created the ASAB to begin with?
One task is to review the Animal ordinances. The BOD entrusting the ASAB to do this presumes that the ASAB has a grasp of ordinances, so they understand the scope of Sec. 4-22 as well.

Director Settle would do well to re-read the ordinance where it has codified that "topics that concern the care and safety of animals....stimulate and encourage communication to ensure....consistent with community needs" to realize that is exactly what the ASAB has been doing.

Sec. 4-22.- Capacity.

The animal services advisory board shall work in an advisory capacity to the mayor and the board of directors in regards to topics that concern the care and safety of animals within the corporate limits of the city, and shall endeavor to stimulate and encourage communication with all members of the community to ensure that the programs, goals and objectives of the city relative to the care and safety of animals are consistent with community needs and desires. The animal services advisory board will also facilitate requests for financial assistance for low cost spaying and neutering. However, the animal services advisory board will not be responsible for the day to day operations of the Animal Control Division of the Fort Smith Police Department.

The earlier Animal Services Task Force recommended to restructure the contractual support of the Sebastian County Humane Society, also require greater transparancy of SCHS reporting. How would Ms.Gilmore and her fellow ASAB members do this without asking the hard questions and gathering the facts which they were empowered to do as recommended when the Animal Task Force further recommended to strengthen the ASAB?

I suppose Mr.Settle and his supporters assumed that the ASAB would get bogged down and the issue would disappear due to lack of interest. Thus, saving them the responsibility or embarrassment.

There are fine intelligent people serving on the ASAB. They have much experience relevant to animal issues. If Mr.Settle's faction does not want to know the full story, then perhaps they should not have asked for advice. If today's arrogant treatment by Director Settle are an indication of what citizens participating in government voluntarily are to expect, then let's not volunteer anymore for anything. Demand that the people who are getting paid just do their job or resign.

Is it appropriate for a chair person of a particular board to air her grievances on a public website?

Even though you are changing the subject and ignoring the animals' plight with your question I'll oblige you and ask, which website would that be where the chairperson is airing grievances? And are her comments not in the public record already?

Give it up.Bullying by Mr.Settle is what it is while the intelligence and commitment of the ASAB is what it is also...highly commendable towards the goal of the best animal welfare policies which can be found.

It is about pets and animals, period.

So who's gonna rein-in those who think they are "Reigning" over us as dictators. Good doesn't want to take responsibility for anything citing that people's rights would be violated.....a convenient excuse to dodge the issues.....Sourpuss Settle with his arrogance and martial arts substituting for ethics and intelligence needs his wings clipped...Certainly he does not present an approachable persona to be the Mayor of Fort Smith, an ambassador to the outside world to promote our town.....If is isn't on the Periodic Table I doubt that he could interpret any other reference, such as the Fort Smith City Code of Ordinances.

So deficient in social skills(he is robotic and stoic)and self-important with the fever of "small town political power", he is nothing but a yes man for the monied campaign financiers and a bully.

Thank You, I don't get the paper, I read online.

So it is the SWTR headline, not Kevin Settle saying "rein in". Is that correct?

Why don't you just run over to the nearest library and read it for yourself? I am not interested in some sort of nitpicking war of words. I already quoted the headline to you and in my original remark, I said as the newspaper said. You also see the front page itself online on the Times Record's Facebook page if you are unable to drive to the library or buy a paper.

You brought it up, no need to get hostile. It would have taken fewer words to answer an honest question. But obviously you would rather be a jerk. Good Day!!

I apologize. I thought you were just wanting to argue. I just found out that to read the paper online you have to buy a subscription. I didn't realize that everyone couldn't read it online for free, You're right, I was a jerk and if there's one thing we need less of on topix it's rudeness.

What I was trying to determine was that Kevin Settle did not use the words "rein in" and that the SWTR originated the rhetoric.

Your apology is accepted we all make mistakes. Still this instance brings to our attention that we all need to stop trying to win arguments and just get to the truth and facts.

The media is a double edged sword. While is provides a venue for information which is a good thing, it also provides opportunity for hostility, misinformation, disinformation, character assassination and demonization.

It is what we make it, I suppose.

This topic is so refreshing. Grown mature people having a conversation. Even a apology was given and accepted. Kuddos!! I wish we had more of this kind on Topix. Hats off to you two.
