I could be more sympathetic to the state raiding of RDA funds IF cities were receiving real benefit from these budgets....... Here in the Bay ARea - RDA funds are frittered away time and time again and again on studies and designs and more studies and more designs and with very little in the way of practical community benefit.
Cities have by in large demonstrated their inability to produce with these fees. MAYBE the state will do better.
