Paul Ryan, R/R Wisconsin in speaking about against Social Security, a/effects all Americans, thus ALL AMERICANS ARE WITHIN HIS CONSTITUENCY.

Perhaps Mr. Ryan doesn't know it, but Social Security is not an 'entitlement' program. It's prepaid from the wages of American Laborers and held in trust in a dedicated fund in US bonds; thus the US government is LEGALLY required to pay out social security in every budget. Paying Social Security from the budget is making payments from money already collected.

To use the term an 'entitlement program' in application to FUNDS PREPAID in advance with money from LABORERS WAGES and held in trust in US bonds -- is COMPLETELY INACCURATE description of Social Security. But who expects Paul Ryan to know that?
