Anything else is a theft of tax money. 90% is a waste of tax money, 90% are extorted by plea bargaining. A crime against humanity in any civilized society. This is an attorney to lazy for a real job. This is a get rich quick scheme.

The proper people need to do the proper work. If appropriate training is given to other personnel, then you have more "proper people" whom are qualified to do the "proper work." You also have a broader knowledge and experience base to utilize, which is typically beneficial. If there are extra cases in one category, while others are temporarily lagging, one area won't be stockpiling pending cases, while others sit on their hands. Efficiency and frugality are not necessarily exclusive, if some common sense is injected.
