Escapee from Concord captured

I heard this man 23 raped this 14 year old girl from Concord and he was in jail on other charges
but was released and the mother did report it and
all she got was run arounds and my question is why are they dragging their feet should he not been immediately arrested? I also heard when it took the mother 1 year before the prosecutor would file charges she kept the pressure on them
and she thought she would finally get her court date and he doesn't show up so another postponement seems to me they should have had a warrant for his arrest so why is he getting special treatment? what kind of prosecutor does
Cleburne County have? So the voters need to think real hard before electing especially if they do not do their jobs by letting raptist, child molesters, sex offenders lose.

this individual is living out skirts of Batesville
I was also told he was in Independence Jail for about 2 months on other charges and released so
why was he not arrested and transferred to Heber
Springs jail until his court date when since do we let 23 year old men rape minor girls and walk freely on the streets. I did hear the mother is pushing this trying to get something done and is upset how this whole case was handled.
