Howard has fiscal year surplus of $6.6 million

Howard County has a $6.6 million surplus left from the fiscal year ended June 30, a tiny cushion from an $850 million locally funded budget that can be used only for one-time expenses under county law.

Must be nice to get a 7% raise like Ken Ulman did last week, in this recession. This is completely inappropriate. Just ask the county employees and their families he laid off to "save money", only to see his increased spending and pay raises for the remainder of employees. Have you had your 7% raise recently??

Ken Ulman said he is donating it to charity. Just like Sheila Dixon did a day after she said she deserved her raise. He will do no such thing. They both don't want to look bad in the midst of a recession.
