Owner responsible for dog's attack

Bonnie, well said. Letting any kind of pet -- dog, cat, whatever -- roam unsupervised is irresponsible.

We should also note the morons who don't spay or neuter their pets.

If you only knew how common this to be Bonnie. The number of horses and livestock injured and killed by loose pit bulls in the past several months alone are outrageous and have devastated horse and livestock owners -- both financially and emotionally. These dog owners are not held liable because there may not be laws on the books to do so. Even when there are laws -- as in the case of Harford County -- the penalties are measly and the owners get the dogs back. Owners of dangerous dogs have far more rights than the people and animals victimized by these dogs. We need new laws now. You can read about the horse and livestock attacks here:
