International agency ranks Fukashima crisis on par with TMI accident

An international agency rooted in nuclear safety standards and technology has ranked the crisis at the Fukushima Dai-ichi Nuclear Power Station in Japan to be on par with the 1979 partial meltdown at Three Mile Island in Dauphin County.

It's a higher Level 5 than TMI because the primary containment vessel at one Fukushima plant may have been breached, and the spent fuel pools outside of primary containment have already released some radiation into the environment. Neither of these things happened at TMI, where radiation release was controlled and intended to avert explosion of the hydrogen bubble.
