The town of Pegram is/has contracted with Cheatham County to provide fire services to itself....an illegal act but no one is willing to challenge the issue. Pegram is a Municipality. The Town of Pegram took over the Pegram Volunteer Fire Department in 1986 because of illegal acts....
Cheatham County has adopted a questionable "County-Wide Fire Department and has assessed and collected a Fire Tax on the Town residents as well as the County residents outside the Town but IN the Pegram Fire Districtof the county. Pegram has never adopted a property tax but the County still assesses a tax on Town residents for County purposes, The County Mayor, David McCullough, used to be a Pegram Alderman when all this took place but he moved to Kingston Springs when HIS decisions became "HOT" issues. Now he has the former Pegram Town Attorney, William Bush Herbert IV as HIS County Attorney. William B. Herbert III owns 10% of Pegram and is now an "appointed" Alderman and running for an elective term. Pegram has been embroiled in several expensive and questionable lawsuits on the Herbert watch. Pegram is a tiny town in a tiny county adjacent to the Capitol County of Tennessee and needs close scrutiny of its Town dealings- especially with the late "Saturday Night Coup" which ended with ALL the female Aldermen being removed under sufficient pressure to cause " resignation," A late Tennessean reporter stated: " I thought Fairview was the last place to get rid of the blacks and women...." Pegram has a lawsuit pending in the Court of Appeals where the Town chose the builder for their Town Hall and Fire Hall instead of the low bidder at a cost of $500,000. The Town chose the sub-contractors and cut every corner as they did under their "dinky" sewer which serves a few newer homes in th flooded plain. The filled Town hall parking lot was minimally paved by "friends" of the Mayor and Board of Alderman rolled up and rutted on the first few days of completion and now the Town has spent more than $500,000 plus 300,000 plus in engineering fees for their own $10,000 mistake! Many Pegram streets have not been paved in 30 years while only the Town Lawyers get well on idiotic policies. You wonder why Washington bails out Wall Street? Go figure the Pegram model!@
