Hankcock and Brooke County is in real need of more positive looks.
I think you should promote more jobs but less cafes and bars. I honestly think that looks trashy to have a bar on every corner.

I moved away from there about 6 years ago to Minneosta. The job rate is higher here, there are a lot less teens getting in trouble. We have everything do to. There are pool halls, bowling allies,skating rinks,after school clubs,everything. I think because there is a variety of things to choose from is what keeps children and teenagers out of trouble.
More job oppurtunities, a higher pay rates.
A lot of people go to pittsburgh for jobs, that is 45 min away, gas these days is outrageous.
