Re-Elect Sheriff Clark Millsap

New year new election. Milsap loves to say he had his own son arrested, but what he does not tell the public is that his son's case was dead docketed because somehow the evidence was lost from HIS evidence room.

This is what you call a small kingdom and the people of Bartow County elected these officials. They should have been removed from office many times by now but have not. Clark and his family have a following of fellow offenders and the un-just alike. They support and protect each other like soldiers. We the free people of this small town are the insurgents and we are all considered criminal til we be-friend this small group. They have stripped this county of true Justice but in a nation of corruption and politics we can expect nothing less. Please Elect a New Sheriff and end this terror. M. 05-06 Issuance of Multi-year lease Purchase agreements… Sheriff’s department has repeatedly entered into a multiyear installment purchase for a vehicle without approval of the County Commissioner.

VERY IMPORTANT…The Law Enforcement Confiscated Fund Balance Sheet and Schedule of Revenues, Expenditures and changes in Fund Balance have not been audited.
EIGG formally request investigation by Bartow County Commissioner Brown, as well as, Director Blaha of the State of Georgia Department of Audits regarding the following:
1. Actuarial expenditures exceeded budgeted appropriations for the Inmate Welfare Fund by $66,375.00 and the General Debt Service Fund was exceeded by $504,443.00.
2. Bartow County Sheriffs Office is not in compliance with the State budget law.
3. Proper communication should be communicated with constitutional officers, such as, Bartow County Commissioner Clarence Brown.
4. 05-2 violated with an invoice paid twice to a vendor.
The Office of the Bartow County Sheriff was given a one-year waiver for correcting said items. The corrections have not been fully completed to satisfy the State of Georgia Department of Audits. Pursuant to O.C.G.A. 36-81-7, 50-8-35, 50-8-39, in accordance with state laws, the Office of the Sheriff is in continued violation. The Revised Audit Report has failed to improve, revise, amend, and correctly verify the veracity of the Audit Report.

Bob See of Lawrence, See & Beavers is working with Chief Financial Officer, Jo Taylor,“in an effort to correct issues and implement better record keeping practices.” However, at this date, the Bartow County Sheriff’s Office is in violation of State law.
A. The Bartow County Sheriff’s Department K-9 unit is still not properly monitored concerning business transactions. Example: Former Bartow County Sheriff’s Deputy, Billy Lancaster, in the past, operated North Georgia Kennels out of his Bartow County home residence.
B. A new/independent Audit should be commenced regarding the K-9 department. Is Lt. Mayton still in charge?! The Check register for the K-9 Unit had several discrepancies that contradicted the register Summary. Exhibits are hereto attached.

1. Brandishing his service weapon outside two public drinking establishments while intoxicated.
2. Domestic violence/threatening his wife on several occasions.
3. This Officer has been disciplined, fired, and rehired…even after receiving a DUI & leaving the scene of the accident, all happening, while he was on patrol duty.
EIGG INVESTIGATION OF CLARK MILLSAP FOR NEPOTISM
A. After Clark Millsap was elected Sheriff; he hired his brother, Carey Millsap, from the City of Cartersville police force, hiring him as a Lt…. then,(very quickly/quietly) promoted to Captain. At the present, his brother is a Major and his Father is a Major…both family members working out of the Courthouse.
B. Carlos Millsap, Father of the Sheriff, works under the Civil/Warrant Service/Court Division, as does his son, Major Carey Millsap.
C. It appears that Special treatment was given to the Bartow County Sheriff’s son, when he was stopped, arrested and booked into the Bartow County jail for possession of marijuana and meth.

Sources have contacted EIGG Director that the Sheriff(over the last 8 years in elective office) has used a public owned vehicle for hunting…Yamaha Kodiak Four Wheeler, back in 2008 or before.
From year 2005 until the present, the Office of the Bartow County Sheriff has been in non-compliance with State of Georgia Audit laws.
The following require verification, investigation, as well as, authentication:
A. Gas purchases with no contract/no bid
B. Vehicle purchase with no bid and purchased out of town.
C. CorrectHealth with no bid, but, perhaps, a family connection.
D. Lost evidence involving Bartow County Sheriff’s Son’s drug case.
E. Mike Meadows(FBI Agent) Son is a sex offender living within 400 feet of children’s public swimming pool in Waterford Subdivision.
F. The Sheriff’s Father & Brother’s salary has accelerated since Clark Millsap became their Boss/Sheriff.
G. The Bartow County, as well as, State of Georgia Auditor, have requested each year for records involving the Drug Task Force.
H. The Sheriff halted an investigation and Court Case involving the loss of a generator.
I. It has been reported to EIGG that the Sheriff took home(for personal use) a confiscated four-wheeler and had it equipped for dear hunting.
J. Former BCSO Deputy Sheriff David Payne was terminated when he became a whistleblower to the news media & government agencies of public office/public official wrong-doing.
K. The Civil/Warrant Service/Court Division is headed by Sheriff Millsap’s brother, Major Carey Millsap. His Father is working at the Bartow County Courthouse.
EIGG has compiled documents listed as Exhibit A, et al for your Office inspection/investigation.
CONCLUSION
For the foregoing reasons, the Attorney General, as well as all other law enforcement agencies should determine if the actions taken by the Office of the Bartow County Sheriff were legally conducted without violating the public’s trust.

Daughter of Tonya Lewis Silvers of Cartersville. Clark has pulled strings for this woman with in the last 90 days to benefit his personal grudge with anyone who stands against him. Clark continues to protect those that are close to him at any cost.
Now explain these actions this time Clark and Carey!

Sheriff Millsap says if he is not re-elected, he will spend the next 6 months, firing sheriff's department employees. Why don't we re-call him now, anyway he promised civil service and/or GA Merit System to employees, to protect employees from being put in that position.
