Residents want a cleaner Oldtown

Why is it that I was made to get junkyard licence just to keep a few cars, when there are many others in Oldtown that had more cars than I did? They still have those same junky cars and still have no licence and are getting away with it.I have yearly visits with me having my licence,and others that don't have licence don't get as much as a letter or visit about all the junk around their houses and yards.
