Ahhh the Lewis sharpies, They are very good. Far better at negotiating than the City of Rialto. They will find every bit of Redevelopment money the City has. They will get it. Game over.

This smells like a backroom deal. When all is said and done, I bet the land will trade hands several times (So it can't be traced) and eventually wind up as low cost housing. Rialto city officials will claim that "no retail center wants to build in a down economy". Might I remind them to head 7 blocks east, to Baseline and Riverside? There are 3 retail centers there, all either dead or dying. When your town is a ghetto, and the majority of your citizens are on welfare, what's the incentive for a store to open there, even in good economic times?
