The practice seems to be ask for a 10% increase, when the utility gets 5%, it's really where they wanted to be in the first place. Now the utilities can hold "little Johnny's" safety as collateral. Ask for 10%, lay down a guilt trip and get 7 to 8%. The PUC used San Bruno as an example. Where are the criminal charges for gross negligence on the part of the PG&E board of directors and CEO? Two different problems here. No one in power is doing time for the stupidity of not doing something about the pipeline in the first place. 2.2 billion in upgrades needed for "safety's sake"?
