California regulators want to make safety key to setting utility rates

Acknowledging they haven't done enough to ensure companies such as PG&E operate safely, state regulators are considering major changes in the way they approve utility rate increases to reduce the chance of another catastrophe like the San Bruno natural gas explosion.

"James Weil of the Aglet Consumer Alliance, which seeks to keep utility rates low, also suspects the proposed rule changes may simply prompt utilities to characterize every new spending project they want as safety-related, assuming the commission then will automatically approve rate hikes for the projects."

The practice seems to be ask for a 10% increase, when the utility gets 5%, it's really where they wanted to be in the first place. Now the utilities can hold "little Johnny's" safety as collateral. Ask for 10%, lay down a guilt trip and get 7 to 8%. The PUC used San Bruno as an example. Where are the criminal charges for gross negligence on the part of the PG&E board of directors and CEO? Two different problems here. No one in power is doing time for the stupidity of not doing something about the pipeline in the first place. 2.2 billion in upgrades needed for "safety's sake"?
