"Fewer smokers lighting up in Russia"

I wonder if that is good or bad news for the Marlboro folk.

As I recall, they got access to the Chinese market (at a level that actually allowed them to mention "cigarettes" in their ads instead of simply saying "Marlboro-the taste of America!" and the like) in return for helping the Chinese government (which formerly had a monopoly on tobacco sales in the country) to get access to the Russian market.

If the Russians are smoking less by a margin that affects China's ability to capitalize on the market access, will they shut down Philip Morris's Chinese market?
